"Sheena" is a name that is Scottish in origin, essentially being a form of the French "Jeanne." It's also an Irish/Gaelic name that means "Queen." However, Sheena's name in the Japanese version was Shihna/Shiina (it can be romanized both ways), a fairly common name, probably chosen only to give her a Japanese name.

Sheena's last name has a much more interesting story. "Fujibayashi" was first used as the last name of Suzu Fujibayashi in Tales of Phantasia, a distant sequel to Symphonia. It's unclear if Sheena and Suzu are related, but Sheena's "sucessor" outfit is very similar to Suzu's choice of clothing. Anyway, "Fujibayashi" may have come from Sabuji Fujibayashi (or Yasutake Fujibayashi), a ninja master who supposedly wrote the Bansenshukai. The Bansenshukai was a secret recording of the philosophy and principles of Ninja knowledge, compiled in the 1600s. It dealt with Koga and Iga Ninjutsu; "Iga" may have a connection to "Igaguri style," which Sheena fights in. More about Bansenshukai can be read here. The secretive nature of Mizuho is heavily based on the philosophy on ninjutsu, so the origin of Fujibayashi could very well have come from Subuji Fujibayashi's name.

It's important to note that Sheena's actual name is not revealed in the game. In Mizuho, citizens go by aliases and only reveal their actual names to the chief, their parents, and the person they marry. However, Zelos happens to claim that he knows Sheena's real name: "Violent Demonic Banshee."
